Allow archiving (rather than deleting) Pending forms

I’d like the ability to “archive” Pending Forms/Packets from the Dashboard without deleting them completely. Some forms are not as important for clients to fill out.

This is mainly an issue because the pending list reverts to showing the most recent 5 or so everytime the page reloads, so even after you press “load more” and find more pending forms you want to act on, once you act on one and go back to the list, you’re back to viewing only the most recent 5 or so forms.
