Packet Routing Logic

Not every form within a packet is necessarily required to be completed. For example, we ideally request a Hipaa waiver to be completed by patients, but of course, patients have the ability not authorize the release of their information. However, do to a Hipaa waiver requiring all fields to be completed to be viable, it creates a situation where a patient cannot refuse to authorize if this form is included in the packet.

In theory, we could create a checklist of questions that determine which forms within a packet get shown to the user.
